DPSCS Deputy Secretary for Administration to Retire
G. Lawrence “Larry” Franklin has served for nearly 30 years

TOWSON, MD (November 7, 2013)---The Maryland Department of Public Safety and Correctional Services (DPSCS) announced today that G. Lawrence Franklin, the Deputy Secretary of Administration who oversees all personnel, finance, and human relations agencies as well as many other Department functions, will retire effective next month.

Mr. Franklin, a 29-year veteran of the DPSCS, is responsible for the $1.2 billion budget in one of the state’s largest departments. He has had a hand in nearly every aspect of day-to-day operations for many years. The Deputy Secretary currently supervises nine DPSCS units with widely varying missions, including its IT, Property, Human Resources, and Finance divisions, as well as the agencies that train law enforcement and correctional personnel, provide training and funding for the state’s 9- 1-1 centers, handle inmate grievances, and allocate compensation to victims of serious crime.

Secretary Gary Maynard says the Deputy Secretary’s leadership will be hard to replace.  “I appreciate Mr. Franklin’s service to the State of Maryland and to the Department over these past many years.  His experience and expertise have benefitted us immeasurably, and I wish him the best in his well-deserved retirement.”

Mr. Franklin, who began his DPSCS career in 1984, is a graduate of the University of Baltimore, where he earned a degree in business administration. He has long been considered
an expert in the areas of personnel administration, finance, and automated systems development, and is credited with turning the old State Use Industries (now MD Correctional Enterprises) into a self-supporting independent state agency.

The Department will begin a search for his replacement immediately.
