Change of Leadership Ceremony for Maryland’s Pre-Release System

TOWSON, MD (December 6, 2011) – New Warden Betty Johnson, who recently assumed leadership of the Maryland Correctional Pre-Release System (MCPRS) will be honored Wednesday, Dec. 7, 2011. She takes over from William O. Filbert, who remains in service to the Department of Public Safety and Correctional Services (DPSCS).

Wednesday’s Change of Leadership ceremony will honor both Johnson and Filbert. A regional DOC Honor Guard will present and post the colors. The wardens’ family, friends and colleagues from across the state are invited.

Department of Public Safety and Correctional Services Secretary Gary D. Maynard, who has a military background, instituted the Change of Leadership ceremonies honoring new Wardens when he took over the department.

Johnson began her Corrections career in 1992 as a Correctional Officer I at Patuxent Institution, where she moved up the ranks. She has served as the Assistant Director of Security Operations for custody, and as Security Chief and Assistant Warden for the Maryland Correctional Institution for Women in Jessup, MD.

The MCPRS is comprised of five minimum-security and pre-release units. The facilities include BCF and the Jessup Pre-Release Unit (JPRU) in Jessup, MD, Central Maryland Correctional Facility (CMCF) in Sykesville, MD, Eastern Pre-Release Unit (EPRU) in Church Hill, MD, and the Southern Maryland Pre-Release Unit (SMPRU) in Charlotte Hall, MD.

MCPRS inmates, who are near release and reentry into the community, are active in the DPSCS Public Safety Works projects. They give back to society through road crew details, sustainability projects, a horse rescue farm and other similar initiatives while learning basic job skills. MCPRS facilities also offer inmates a variety of programming, including substance-abuse treatment and reentry services.
